Truth in Sale of Housing and Time-of-Sale rules in Minnesota

Updated November 2026

Which Minnesota cities require a Truth-in-Sale of Housing, Time-of-Sale or point-of-sale sewer inspection, who does it, how long it lasts, and what must be repaired.

Minnesota has no statewide pre-sale inspection. A group of Twin Cities cities requires one on its own. The rules fall into three groups.

Private licensed evaluator cities

Minneapolis, Saint Paul, Maplewood and South St. Paul make the seller hire a private evaluator licensed by the city. Minneapolis reports last two years or one sale. Saint Paul reports last 365 days.

City inspector cities

Bloomington, Richfield, New Hope, Columbia Heights and St. Louis Park send their own inspectors. Bloomington charges a flat $250 that covers re-inspections.

Sewer-only cities

Golden Valley, Mounds View, Orono, Saint Anthony Village, Tonka Bay and West St. Paul require a point-of-sale sewer inspection instead of a housing evaluation.

Cities that dropped it

Hopkins ended its program in 2021 and Robbinsdale in February 2024. Brooklyn Park, Crystal and Osseo also no longer require one.

Step by step

  1. Hire a licensed evaluator, or schedule the city inspection, before you list.
  2. Display the report at showings and give it to buyers.
  3. Fix required items, which are usually safety hazards.
  4. If repairs are not done by closing, the buyer usually signs a form accepting responsibility and finishes them within a set time.
