Sewer lateral repair and replacement cost
Updated November 2026
What sewer lateral inspection, repair, lining and full replacement typically cost, what drives the price, and how sellers handle it under point-of-sale rules.
A sewer lateral is usually a 4-inch pipe running about 40 feet from the house to the public main. When a city requires a passing test before a sale, the cost depends on what the camera finds.
Typical price ranges
| Work | Typical range | Notes |
|---|---|---|
| Camera (CCTV) inspection | $250 to $750 | Some cities add an air or water pressure test |
| Spot repair of one section | $1,500 to $10,000 | Depends on depth and access |
| Trenchless lining or pipe bursting | $6,000 to $20,000 | Avoids digging up the yard and driveway |
| Full open-trench replacement | $8,000 to $25,000 or more | Higher under driveways, trees or in the street |
| City permit and certificate | $100 to $500 | EBMUD lists $370 for its certificate; Oro Loma charges $450 |
These are estimates from contractor and news sources, not quotes. Bay Area plumbers quoted in a 2026 Palo Alto Online article put repairs at $8,000 to $10,000 on the low end and $20,000 or more for full replacement.
What drives the cost
- Depth and length. Deep or long laterals take more digging.
- Where the main is. If the lateral runs under the street, traffic control and street restoration add cost.
- Pipe material. Old clay and Orangeburg fiber pipe usually needs full replacement.
- Roots. Mature trees near the line mean more damage and more digging.
How sellers handle a failed lateral
You can replace it before closing, credit the buyer and use a time extension (EBMUD and Berkeley take a $4,500 deposit, South San Francisco $10,500), or sell as-is. A full replacement also resets the clock: certificates usually last 20 to 25 years after replacement instead of 7 to 10.
Step by step
- Check whether a valid certificate is already on file for the address. If it is, you may be done.
- Hire a licensed plumber or sewer contractor to video (CCTV) the lateral and, where required, run an air or water pressure test.
- If the lateral fails, the contractor pulls a permit and repairs or replaces it. Many agencies send their own inspector to witness the final test.
- The city or district issues the compliance certificate, and escrow can close.
- If you run out of time, ask about a time extension. These usually require a refundable deposit and a firm deadline after closing.
